DOT Guidance documentation for small trucking carriers
An alternative to Tenstreet ($300-2,500/month) with free, AI-powered compliance management. Generate Driver Qualification Files (DQF), Digital Vehicle Inspection Reports (DVIR), IFTA fuel tax reports, Hours of Service (HOS) audit logs, and drug & alcohol testing records — all compliant with FMCSA regulations.
Target audience: Owner-operators and trucking fleets of 1-20 trucks
Important: All documents generated by this plugin are drafts intended as starting points. Regulatory compliance documentation should be reviewed by your compliance officer or qualified professional before submission to regulatory agencies. Requirements vary by jurisdiction.
Why This Exists
Regulatory compliance for motor carriers is expensive and manual:
- Tenstreet ($300-2,500/month depending on fleet size) is the industry standard but overkill for small carriers
- DQFs must be audited manually per 49 CFR Part 391
- DVIR logs need categorization per FMCSA standards
- IFTA quarterly reports require state-by-state mileage/fuel tracking
- HOS logs must be validated against 49 CFR Part 395 limits
- Drug & alcohol records need annual compliance reporting
This plugin automates all of it. Input driver records, inspection data, mileage logs, and fuel receipts—output structured for audit preparation documents. Included with your subscription. Offline. Owned by you.
Quick Start (5 Steps)
- Install the plugin — Download the
.zipfile and drag it into Claude Desktop (Cowork mode) - Run setup — Type
/fleet:setupto initialize your workspace folder structure - Add driver data — Copy driver records, inspection logs, and mileage data to the
inbound/folder - Run the pipeline — Type
/fleet:pipelineto process all compliance documents - Review outputs — Check the
outbound/folder for DQF packets, DVIR logs, IFTA reports, and audit bundles

Estimated Cost per Use
Disclaimer: Token estimates are approximate and based on typical usage patterns measured from skill prompt sizes. Actual costs vary with input data size, conversation length, and complexity. Estimates use Claude Sonnet 4.6 pricing ($3/1M input, $15/1M output). Cowork and Claude Desktop subscription users (Pro/Max/Team) are not charged per-token — these estimates apply only to direct Anthropic API usage. Running stages individually in fresh sessions uses fewer input tokens than running the full pipeline sequentially, because pipeline mode accumulates conversation history across stages.
Per skill (run individually in a fresh session):
| Stage | Skill Prompt | User Input | Total Input | Output | Est. Cost |
|---|---|---|---|---|---|
| fleet-audit | ~3.1K | ~800 | ~6.7K | ~4.0K | ~$0.08 |
| fleet-dqf | ~3.0K | ~800 | ~6.7K | ~3.0K | ~$0.07 |
| fleet-hos | ~3.3K | ~800 | ~7.0K | ~3.3K | ~$0.07 |
| fleet-dnt | ~3.8K | ~800 | ~7.5K | ~3.8K | ~$0.08 |
| fleet-ifta | ~2.6K | ~800 | ~6.3K | ~3.0K | ~$0.06 |
| fleet-dvir | ~3.1K | ~800 | ~6.8K | ~3.1K | ~$0.07 |
| Standalone total | ~41.1K | ~20.2K | ~$0.43 |
Full pipeline (all stages in one session — context accumulates):
| Stage | Base Input | + History | Total Input | Output | Est. Cost |
|---|---|---|---|---|---|
| fleet-audit | ~6.7K | 0 | ~6.7K | ~4.0K | ~$0.08 |
| fleet-dqf | ~6.6K | ~4.8K | ~11.4K | ~3.0K | ~$0.08 |
| fleet-hos | ~6.9K | ~8.6K | ~15.5K | ~3.3K | ~$0.10 |
| fleet-dnt | ~7.4K | ~12.7K | ~20.1K | ~3.8K | ~$0.12 |
| fleet-ifta | ~6.2K | ~17.3K | ~23.6K | ~3.0K | ~$0.12 |
| fleet-dvir | ~6.7K | ~21.1K | ~27.8K | ~3.1K | ~$0.13 |
| Pipeline total | ~105.1K | ~20.2K | ~$0.62 |
Running the full pipeline once typically costs $0.43–$0.80 in API tokens (Claude Sonnet 4.6).
Known Limitations
- No real-time ELD integration — Accepts CSV imports only. ELD data must be exported manually.
- State-specific IFTA surcharges not included — Base rates provided as reference; surcharges for KY, NM, NY, VA documented but not calculated. Verify at IFTA.org.
- No e-signature capture — Documents require wet signature. Many DOT auditors still require handwritten signatures.
- HOS exemptions flagged but not auto-applied — Short-haul (§395.1(e)(1)), agricultural (§395.1(k)), and other exemptions are detected and documented but require driver attestation.
- No FMCSA Clearinghouse integration — Tracks Clearinghouse query dates but does not perform actual queries (requires portal access + driver consent).
- Not a substitute for legal counsel — Complex cases (disputes, exemption requests, audit appeals) require a DOT Guidance attorney.
- Oregon IFTA weight-mile tax — Oregon uses weight-mile tax instead of fuel tax; Oregon miles are flagged but tax not calculated (requires vehicle weight data).
