HR Policy Document Generator (pf-policy-docs) v1.1

Generate state-aware HR policy documents with source-level employment law citations and assemble employee handbooks — an alternative to Blissbook ($2,400-6,000/yr).

Installation

  1. Download the pf-policy-docs.plugin file
  2. Open Claude Desktop and navigate to Settings > Plugins
  3. Click Install Plugin and select the downloaded .plugin file
  4. The plugin will be installed and available immediately

Note: All data stays local on your machine. No external API calls or cloud storage required.

Why This Exists

Creating compliant HR policies is expensive. Blissbook charges $2,400-6,000 per year. Smaller companies can't justify it, but they still need professional, state-compliant policies. This plugin generates publication-ready policies in minutes, with state-specific legal provisions and comprehensive compliance checklists. It's designed for HR managers, not lawyers — simple, practical, and transparent about legal review requirements.

Quick Start

  1. Initialize workspace: policy setup (answer 4 questions about your company)
  2. Generate policies: policy generate pto (or choose from 10 policy types)
  3. Assemble handbook: policy handbook (combine policies into single document)
  4. Review compliance: policy review (get compliance checklist)
  5. Consult attorney: Have employment lawyer review outputs before deployment

Commands

Command What It Does Time
policy setup Initialize workspace, collect company profile 5 min
policy generate [type] Generate single policy DOCX 1 min
policy handbook Assemble multiple policies into handbook 2 min
policy review Compliance review checklist 2 min
policy tracker [log|report] Track versions, generate portfolio report 1 min

How It Works

Stage 0 (Setup): Initialize workspace, verify dependencies, collect company profile → .policy/config.json

Stage 1 (Generate): Read config, generate policy-specific DOCX with state-specific provisions → outbound/[policy-type]-policy.docx

Stage 2 (Handbook): Combine selected policies into unified handbook with TOC, welcome letter, legal disclaimer, acknowledgment page → outbound/handbook-[date].docx

Stage 3 (Review): Analyze policies against federal and state compliance matrix, flag missing items, generate checklist DOCX → outbound/compliance-review-[date].docx

Stage 4 (Tracker): Track policy versions, calculate policy age, flag >12-month-old policies, generate portfolio report → outbound/portfolio-report-[date].docx

What It's an Alternative To

Blissbook ($2,400-6,000/yr): Platform for creating and managing HR policies. Offers templates, state compliance, tracking. Designed for enterprise use.

This plugin: Generates policies once (free), requires minimal setup, automates state compliance, includes compliance review. Perfect for small-medium companies that need policies now, not a long-term platform.

Key Differentiators

  1. State-Aware: 10 most common US states (CA, TX, NY, FL, IL, PA, OH, GA, NC, MI) with specific legal provisions. Every state reference tagged [VERIFY WITH COUNSEL].

  2. Compliance Built-In: Federal checklist (EEOC, ADA, FLSA, OSHA, FMLA) + state-specific requirements. Flags missing items automatically.

  3. Complete Output: Policies, handbook, compliance review, and portfolio tracking — everything needed from generation to deployment.

  4. Transparent About Legal Review: No false confidence. Every output includes disclaimer: "This is not legal advice. Consult a qualified employment attorney."

  5. Version Tracking: Portfolio report shows policy age, flags those due for review, recommends annual schedule.

  6. Checkpoint/Resume: Full pipeline interrupted? Resume from last checkpoint.

AI-Powered Features

  • Source-Level Legal Citations: Every policy references specific USC/CFR sections and state code numbers (e.g., "FMLA (29 USC §2612(a)(1))" not just "FMLA") — making attorney review faster and more precise
  • Centralized Knowledge Base: 8 federal statutes, 10 state law sections, 50 compliance checklist items, all with section-level citations in a single browsable reference (policy-kb)
  • State Compliance: Automatically applies state-specific legal provisions for 10 major US jurisdictions with exact statute citations (e.g., CA SB 616/Labor Code §245–249 for sick leave)
  • Policy Templates: AI-generated policies tailored to company size, industry, and location with employee-count threshold awareness (1+, 15+, 20+, 50+, 100+)
  • Compliance Checklist: 5-category audit with 50 items citing specific federal statutes — anti-discrimination, wage & hour, leave & benefits, workplace safety, data privacy
  • Handbook Assembly: Combines multiple policies into a branded employee handbook with statute-backed EEO statement, FMLA notice per 29 CFR §825.300(a), and at-will language per state law
  • Compliance Risk Scoring: Portfolio reports flag policies by regulatory change frequency — not just age — so high-change areas (anti-harassment, data privacy) get shorter review cycles
  • PTO Payout Liability: Detects separation payout obligations by state (CA Labor Code §227.3, CO §8-4-101, IL 820 ILCS 115/5, MA MGL Ch. 149 §148)
  • Version Tracking: Flags policies older than 12 months and recommends refresh schedules
  • Legal Flagging: Marks all state provisions with [VERIFY WITH COUNSEL] for attorney review
  • Applicable Law Detection: Setup identifies which federal laws apply based on employee count (e.g., FMLA at 50+, WARN at 100+) and state-specific mandates

Estimated Cost per Use

Disclaimer: Token estimates are approximate and based on typical usage patterns measured from skill prompt sizes. Actual costs vary with input data size, conversation length, and complexity. Estimates use Claude Sonnet 4.6 pricing ($3/1M input, $15/1M output). Cowork and Claude Desktop subscription users (Pro/Max/Team) are not charged per-token — these estimates apply only to direct Anthropic API usage. Running stages individually in fresh sessions uses fewer input tokens than running the full pipeline sequentially, because pipeline mode accumulates conversation history across stages.

Per skill (run individually in a fresh session):

Stage Skill Prompt User Input Total Input Output Est. Cost
policy-kb ~6.9K ~800 ~10.8K ~6.0K ~$0.12
policy-generate ~5.7K ~800 ~9.8K ~6.0K ~$0.12
policy-tracker ~4.1K ~800 ~8.7K ~4.1K ~$0.09
policy-review ~5.6K ~800 ~9.9K ~6.0K ~$0.12
policy-handbook ~3.9K ~800 ~8.0K ~3.9K ~$0.08
policy-update ~522 ~800 ~4.1K ~3.0K ~$0.06
Standalone total ~51.4K ~29.0K ~$0.59

Full pipeline (all stages in one session — context accumulates):

Stage Base Input + History Total Input Output Est. Cost
policy-kb ~12.4K 0 ~12.4K ~6.0K ~$0.13
policy-generate ~11.2K ~6.8K ~18.0K ~6.0K ~$0.14
policy-tracker ~9.6K ~13.6K ~23.2K ~4.1K ~$0.13
policy-review ~11.0K ~18.5K ~29.5K ~6.0K ~$0.18
policy-handbook ~9.3K ~25.3K ~34.7K ~3.9K ~$0.16
policy-update ~6.0K ~30.0K ~36.0K ~3.0K ~$0.15
Pipeline total ~153.7K ~29.0K ~$0.90

Running the full pipeline once typically costs $0.63–$1.16 in API tokens (Claude Sonnet 4.6).

Known Limitations

Limitation Impact Workaround

10 US states only Non-covered states use federal only (may be incomplete) Consult local employment attorney
No ongoing updates Policies may become outdated after 12 months Annual legal review recommended
No signature workflow Basic acknowledgment form, no digital signatures Use DocuSign or similar for signatures
No version control system Manual tracking only Use policy tracker tool diligently
